Okay, I feel pretty stupid... the key is to google with more the pertinent query...
The missing piece of information was the message from the kernel... "Time adjustment clamped to +1 second" The time was trying to be set properly, but couldn't because the kernel.secure.level was set to 2. So, set it back to 0 and then ran the ntpdate again and everything is fine now. Thanks for all of the help.
