In /etc/pam.d/rsh, in the auth line with pam_rhosts.so, make sure you have
"allow_root" as on option, like this:
authrequiredpam_rhosts.so no_warn allow_root

My .rhosts(chmod 600) file is in place as well as the hosts.equiv file, and
inetd is
