Issue is important because it affects possibility to upgrade existing
FreeBSD 10.3 production VMs to FreeBSD 11.0

today #freebsd-update cron showed availability of 11.1-RELEASE-p5?
however I see no SA or EN on www.freebsd.org. Are there any reasons
why announce is missing? Is it safe to install 11.1-RELEASE-p5 update?
