Details:

With my private ruleset and server settings AI constantly ends to 100% tax
rate, 0% science rate.

Attached patch makes AI to build more caravans when its economy is weak. It
makes situation better with my rules. I still have to carefully test how it
affects games with default ruleset and server settings before committing.

There is general problem that in economic crisis AI only increases tax rate
but does nothing else to fix the situation. This is because setting the tax
rate to 100% in itself usually provides enough gold. It then considers
economic situation fixed ("I have no need for marketplaces and I can very
well pay upkeep for a couple of more colosseums.") Then when 100% tax rate is
not enough to support all the non-economic buildings it starts building
coinage on more and more cities. Again, since coinage provides enough gold,
it sees no pressing need for marketplaces (in other cities).
