- U)nload command does nothing.
- When I request it to I)rrigate, it becomes invisible to client! By clicking
on the seemingly empty tile (cancelling irrigation, I guess) makes it visible
again.
- Moving Engineer back to Ship and Unloading

It's the number of build slots, i.e. the number of units of this type this
city *could* build in a turn under ideal conditions.
If you see X/{2*40} (and remember what the punctuation means) you can infer
that this city is not living up to its
