Yes, it is because for wonders 'state' is always set to either
the "built" string or the "wonder"

I'd quite like to get this patch committed on S2_1 for the next 2.1.x
release. It fixes a fairly obvious bug, and I've been running with it
since 2.1.3 and haven't spotted any problems.
