Follow-up Comment #4, bug #19134 (project freeciv): Soo... the map generator was changed to produce more shallow ocean deliberately in bug #15297, shortly before the 2.2.0 release. See that bug for the rationale; it was based on feedback in the forums. Before that, there was much more deep ocean.
