Follow-up Comment #4, bug #20956 (project freeciv): Also, it looks like the bombarder gets a chance at veterancy for every unit on the target tile, so civ2civ3 Bombers tend to become Elite very quickly. I'm thinking of changing this for 2.5.0 (so there's only one chance at veterancy per attack).

Follow-up Comment #2, bug #20956 (project freeciv): Is this "bombard" in the technical sense (unit has "Bombarder" flag, and it's active, so unit can't kill defender but doesn't receive return fire)? (No units in the default ruleset have the "Bombarder" flag.)
