I think the flag of Zaragoza looks promising. Perhaps enlarging the lion
emblem a bit. We'd have to ask the author to dual license the image, though,
since it's released under the Creative Commons Attribution ShareAlike license

Would you mind dropping the emblem from this flag altogether? The original
image on Wikimedia has licenses incompatible with the GNU GPL, so if you want
to use that emblem you'd better ask User:Willtron to dual license it for us.

conflicts_with will only make sure the AI won't pick these two together in
pregame. Two human players may still choose both in one game. Civil war may
also cause them to appear in the same game.
