Follow-up Comment #1, patch #6787 (project freeciv): MUI_LICENSEPAGE_TEXT_TOP seems to be for rather short header, by default at least. By trying to add that I got only two short lines of text visible, and the second one was touching license area border in a quite ugly way. So in practice only
