Indeed, you found a bug :) Thanks for reporting it.
It's a really minor bug in a routine that is meant to parse paths. I
fixed it right now, and published a new (fixed) FDNPKG version - v0.93a.

About package duplicates - you seem to try in
c:\z\!!zip!!>fdnpkg install uhex.zip
Error: Package do not contain the appinfo\hex.lsm file! Not a valid
FreeDOS package.
