(using FDISK as an example) should there be a folder
FDISK, or two folders FDISKX and FDISKS?
3. Is there anything I'm missing? I know binaries are in \BIN, sources
in \SOURCE\progname, etc.

I don't see why the packages couldn't be built on Windows; they're
standard zip files. I actually built a couple myself on Linux ;)
