Have you tried DOSBox? (http://dosbox.sourceforge.net)
It emulates DOS under any OS, including XP.
It's particularly focused on VOGONS (Very Old Games On New Systems), though
I admit I don't actually know whether this is the case...

Have you tried the "development" kernel.sys file from
http://fdos.org/kernel/? Especially if your computer does
not have a floppy disk drive, this may fix a "Bad
or missing command interpreter" error that occurs during
the boot process. I am assuming you did a "sys c: c:"

only boot to CD and not to hard drive. Both system files are in place:
c:\kernel.sys
c:\command.com
