What you probably want to use is SHSUCDHD, a tool to
mount ISO image files in DOS and Win9x:

Other nice tools on Jason's page include a DOS version
of the versatile text file viewer LESS (quite big) and
the SHSUFDRV / SHSURDRV ramdisk, which can load a disk
image at startup and can even use a disk image instead
of RAM memory :-). There are also tools for making iso
images on the shsucdx page, and you can use a DOS
version of the mkisofs command line tool known from
Linux if you want to make iso from a set of files.
Note that DOS will probably have a problem with DVD
iso images and with actual DVDs when they are > 4 GB.

PS: You mention that you have a 700 MB ISO with 4 GB contents
visible to Daemon or Power Iso in Windows. Maybe your iso is
compressed, or maybe the contents are not actually 4 GB...?
