rlm_dbm doesn't authenticates user. It only stores user's info. Remove
dbm from authenticate section.
Ok, that took away my error about dbm, but now I have the following error:

Right now pap is the only thing uncommented in

Try deleting ALL of the FreeRADIUS

really close now, but when I run radtest I get
