At the freeradius side I have:

Service-Type = NAS-Prompt-User

Your NAS is likely sending packets out of order. If you don't use the
"radutmp" module, just delete it from the configuration, and the message
will go away.

My NAS boxes vary but predominantly Cisco AS5300, AS5350 and 3660.
The error reported to the radius.log is:
