Problem authenticating to extreme switches in "enable" mode..

I'm testing freeradius to manage usernames and passwords for administrative (telnet) access to all network devices on a routed network. When attempting to connect to an extreme switch in priveledged mode, I wind up logged in in "non-priveldged" mode.. Could anyone explain to me this behav
