i have actually observed that while you run RADIUS in debugging mode,
log files are not getting generated.
this is what i found in the source code (src/main/log.c).
is it not necessary to create log files and pid files under all
circumstances.??(RADIUS as foreground or background

Yes. When run in debugging mode, daemons don't write to log files,
because the output is going to the screen.

i am running freeradius 1.04 on redhat 9.0 linux.
i see that log file radius.log is not getting created.
but accounting(detail) files are created normally.
also the radiusd.pid file doesn't contain the pid of the radius that is
currently running.
it contains some other pid.
