Which ATI tv card do you have? I'm using the ATI TV Wonder and had a
similar problem when I started working with it. The autodetection
didn't work right. I had to read through the bttv driver documentation
to figure out which tuner/card to select before I finally got it right.

The off-by-one channel problem and crappy picture is a well documented
problem (try a fairly explicit and diligent google search). If I remember
correctly, it is a problem with the autodetection of the chipset used on ati
