I agree with the first part of your statement... but what is the problem

some customers run R55P on ipso 4.1
that runs fine.
to get support on that you have to open a tac-case and ask for
limited availability of this combination.
I have no idea of FP3 and ipso 4.1 - but just contact nokia-support
and ask them.
for all others: if someone asks for FP3-support
nothing is perfect :) , how does works well enough to run in production

I would say if it is a matter of legal liability, stick to what the
documentation says and install R61 ONLY on an IPSO version which release
notes ensure it runs over. That way if something goes wrong

NGX R62 runs great on IPSO 4.1 I would think so would R61. Maybe you should set
ti up in your lab play with it.

I am not a Product Engineer but I am, unfortunately, doing this at work
because the
PE dude at my work place is doing stuffs that I think is wrong so here we go.
