I can confirm that the problem exists in IPSO 3.4 / FW-1 4.1 SP4.
Our reseller told me that Checkpoint is working on a patch will be
released soon, and that Nokia says their end of it is fixed in 3.4.
I'm hoping they are right. Performance is important and I'd like to
get as much as poss

Why do you use the arp -s command ?
It does not tell the firewall to RESPOND to ARP requests for that IP address.
All it does is stuffs the arp cache on the firewall with the entry so that it will not
bother to arp for it on it's own behalf.
(not entirely usefull, except in some esoteric cases)

freeze means in your case bluescreen? Or is it the effect to have 100%
utilisation without any cause and no data transfer?
1. is a memory bug, maybe hardware or the system can't allocate RAM sites
2. I've seen this with a SP bug. reinstall NT SP and Cp FW-1 SP separately
