Lombard is acting flaky. PMU malfunction?

I have a Wallstreet 266 mhz. I bought Photoshop Elements to use on it, but it looks like I have to have System 9.1 to use Photoshop Elements. So I tried to upgrade from 9.0 to 9.2 or 9.1. The CDs would not let me do that. What system choices do I have? Can I run OS X?? Ted -- G-Books

USB and Wallstreet
