Yes they both do that.  But the Install CD gives you the OS, and I believe
nothing more.  The restore CD set wipes out your hard drive, reinitializes
it, and installs ALL the software that was on the computer out of the
factory.  There have been a few exceptions to this.  iTunes music may be
missing.  I've seen slightly different versions of small bits of software.
