Lombard acting flaky; PMU problems?

Hello! I have a problem with my Lombard and wondered
if anyone had any advice.

It has been acting flaky over the past week or so
after a loose screw in the case caused it to short
out. (Yes, that was really dumb of me…)
        
It will boot up just fine after pushing the rear reset
button. If I “shut down” the computer, it will then
allow me to boot up again. But, if I try do a
“restart” command, the computer will just shut down
and then not do anything. I have to push the rear
reset button again to get it to boot up. I’ve already
tried the “hold-the-reset-button-for-30-seconds” trick
to reset the power manager.

Does this sound like a PMU malfunction? I’m not an
electronics expert, so my only means of “testing” a
component is to swap it out and see if the problem
goes away. So before I start investing money in
replacement parts, I thought I’d see if anyone had any
ideas about what might be wrong. I know that the PRAM
battery is shot, so I’ll probably be replacing that
sometime anyways.

Also, does anyone have a spare Lombard keyboard they'd
be interested in selling for cheap?
