Yes, a Pismo will indeed (happily) boot 10.3 from an external Firewire drive.
My 400 Mhz/512MB/40GB Pismo (with multiple partitions on the internal
drive) will quite happily boot from the external (USB and Firewire) drive
(actually the original 10GB Pismo drive in a case) with OS X
(I am currently up to 10.3.4 but it also worked with 10.2.6 etc).

P.S. I wish Apple would bring out an updated (hot G4/G5 ...) version of the Pismo ... it is such a nice laptop to work on ... the more rounded (and warmer) plastic shape is a delight (sounds dubious huh?) to work on ... maybe a carbon fibre version? Carbonated Pismo! 8-)
