I can offer some observations based on my Wallstreet:

The start up time on my Wallstreet increased dramatically when I
increased the memory to 192 Mb. If you press Option and Command while
opening the memory control panel you get an option to skip the memory
test on startup which made my Wallstreet start up much faster. 
I'm not sure if there is any reason not to disable the memory test. You
can always turn it back on if you want to finish your coffee.

I don't have any suggestions about your dim screen. For whatever it's
worth i use OS 8.6

I like this! It's good to appreciate the positive aspects of the date
even if it is the wrong one.
This definately sounds like the PRAM battery. Not sure if it's bad or
perhaps not being charged. Either way the symptoms point in that
direction.
