Highlight any single .html file in Finder and right-click (Cmd-click);  
OR go to File>Get Info; OR keyboard command Cmd-I. In the Get Into  
window, find the "Open with:" area and select BBEdit and then hit the  
"Change All..." button.

Repeat this for a single .php file. Now the icons should eventually  
switch to the correct BBEdit icons and they will all open in BBEdit  
rather than Safari.
