Sure! This tool comes with the main galaxy distribution as of
'6443:4a39bc209487' (~Jan 2012), you just need to enable it. If
you're at or beyond that revision, to enable it you'll just need to
add the tool from "data_source/ebi_sra.xml" to your tool_conf.xml if
it isn't already there.

There is a tool called "EBI SRA" on public galaxy https://main.g2.bx.psu.edu/
I was wondering if there is a way to add it to my local instance of
galaxy. I tried searching through the tool shed
http://toolshed.g2.bx.psu.edu/ but I didn't find anything
