I have been trying to upload my RNA-seq data files (~20 Gb total) via FTP
using my account in Galaxy. But I could not connect to the server. The
following message showed up:

Yes, there was a problem yesterday with importing data on the public
server. The problem was identified and fixed late yesterday.

Try importing those library files to the history where you want them -
browse the Galaxy 'shared data' tab to where you uploaded them.

There was a temporary problem that has now been resolved. The History
panel should now load as expected. Jobs will also be started, including
Upload jobs, however the time to start and complete will likely be
longer than usual due to many users initiating jobs at the same time.
