There's a slight misunderstanding here concerning the secondary job AI. It is
designed to let the out of work doctor revert to a tailor--or weaver, as the
case may be, but no lower. The thinking behind this was that it would take
decisions away from the player to have anybody revert

decided that if the people were free to shift about to even more jobs, it
becomes almost a game that plays itself. Peasants spin the fur into yarn, so
that's why your doctor will not do that task when he's idle.

My first guess is that those builders took on peasant duties before the
construction site was ready for builders. Once they have dropped off the
supplies that they are currently transporting, I expect those builders will go
back to their normal jobs.

Whoa. I wouldn't want to even think about the logistical nightmare 500 people
would be. You'd need a ridiculous amount of food and a way to keep it
constantly flowing in, lest everybody starve.
