Before 3.1.3, /etc/ganglia was hardcoded into various places in the code

As of 3.1.3, the code refers to $sysconfdir

If configure is called without specifying --prefix or --sysconfdir, then 
the default value is /usr/etc/ganglia

configure.in could be tweaked to check if the user has explicitly given 
--prefix or --sysconfdir - does anyone have any preference for the 
circumstances in which we try to mimic the old behavior?  In other 
words, should we default to /etc/ganglia only if neither --prefix or 
--sysconfdir is given?
