Ah, I finally understand.
gfortran.ver-sun is now (newly) in BUILT_SOURCES through $(version_dep).
And it depends on all the sources being built:
$(libgfortran_la_OBJECTS) $(libgfortran_la_LIBADD)

That is weird.
We have:
ieee_arithmetic.lo: ieee/ieee_arithmetic.F90 ieee_exceptions.lo
dependency and ieee_exceptions.mod is created when compiling
ieee_exceptions.lo.
