I don't consider this a regression; libgfortran is new in this release. So, I

This is __NOT__ fixed by (because alpha is a LP64 target) but it makes it
easier to fix:
* acinclude.m4 (LIBGFOR_TARGET_ILP32): New check.
* configure.ac: Include LIBGFOR_TARGET_ILP32.
