The dependency is relied upon by the binder to drag the tasking runtime.

* libgnarl/s-taspri__mingw.ads: Add clause for System.OS_Interface.
(Private_Data): Change type of Thread component.
Tested on x86_64-pc-linux-gnu, committed on master.
