Without -mno-explicit-relocs, alpha generates:
ldq $27,myBindC($29)!literal!6
jsr $26,($27),myBindC !lituse_jsr!6
which confuses scan-assembler-times ... 1.
Also, added appropriate cleanup-tree-dump while there.
Tested on alphaev68-pc-linux-gnu,
