attribute is not compulsory in the schema and the value
happens to be empty then it is not included at all in the GML of
the first feature. Doesn't this mean that GML driver creates a

The easiest way to create your own palette is described in the
documentation of the script[1]. You can use any raster file with a palette
as a source of palette. In the example in the script's documentation, a
dummy VRT file with a color palette is created and used.
