Partial success gdal_translate -of NITF -co IC=C8 foo.tif foo.ntf Input file size is 5677, 2428 Warning 6: Driver JP2KAK does not support FORMAT creation option 0...10...20...30...40...50...60...70...80...90...100 - done.
