How did you install GDAL? The PostgreSQL driver is not always
available since it not compiled by default.

I'm having a bit of an issue with the postgresql/postgis driver on
freebsd. It simply does not appear installed.
$ ogrinfo --formats | grep -i post
PGDUMP -vector- (w+v): PostgreSQL SQL dump
But on my (linux) desktop for instance it does appear:
