I was thinking a 1.7v zener would drop the 5v down to 3.3 but I don't

In this case I would replace the part. I have had voltage regulators
break a leg and then dump the voltage in into the voltage out taking a
lot of stuff with it.

My "fried" one is mounted that way. I did so to see *if* I could
solder it that way (I can), and it turns out it's still functional.
But... I'm not sure if I should trust it, and it looks funny that way.
