Personally, I like the filtered list to be the default, but only if
there's an easy way to unfilter it. And if it always chooses the

PCB's footprint format doesn't support cutouts like that. Your best
bet is to have silk lines for where the cutout should be, and just
edit your ouline layer to be what you need.
