library-newlib = ~/geda/footprints:~/geda/luciani

preferences is where the gtk hit saves all its own preferences.
Settings is read by the core and affects all the hids.

Yes, but the gtk one will get overwritten, so anything that gtk/core
doesn't understand shouldn't go in there.
