A technique that I am using is to make a footprint called outline.fp and add
that to the schematic. This way I can use a text editor to define the board
outline, the mounting holes and standard features that need to be accurate.
I then check it with PCB just like any other dot.fp before starting t

You can make whatever shape you want, as long as you and your fab
agree on how to tell them what the shape is. If you rename one of
your drawing layers "outline" then PCB treats it somewhat special,
including making the "outline" g

Yes.
You need to talk your board vendor to determine how to specify the outline.
