In PCB, use Edit->Board Sizes (lesstif) or File->Preferences->Sizes (gtk) to set the physical size of the board. If the board you're copying is 3.1 x 1.65, set the pcb board size to that, and make sure the image you're using as a background is cropped to the board outline. _
