This is usually done at the gerber level, not at the pcb level. If
you're making these changes in pcb, just add or remove the trace :-)

ones I had seen on an Arduino board. There is jumper and a
two-way jumper. Pic attached.

It's more like they're unsupported, not "forbidden". Nobody's added
them yet. Plus you get interesting questions like "where to rat lines

Could we make a copper shorted version as well?
It allows for the reverse of the idea, by default it is connects two
nets that an exacto can cut out.
