Those curly bracket items are template variables, not really functions. The code is responsible for replacing those variables with the appropriate dynamic HTML output. So, for example, in header.thtml you see {welcome_msg}. Well, in COM_siteHeader() you'll see a call to set_var('welcome_msg'
