The Chatterblock install does add the new rights to the ROOT group - both
for admin and user.
This is fine .. but then modifying any other CORE GL group may
oup.
IMHO, the Group Editor should allow this operation.

Shouldn't the plugin, by default, add chatterblock.user to the logged-in

Yes, I noticed this bug before too and have since had to enable anonymous
posts AND update my censor list. I can't remember if chatterblock uses
the GL censorship stuff or if I hacked it in myself but that seems to
work...
