The path is relative to the application root. If your app is set to use C:/
as the root, then no change is needed for local. If you had your root set to
C:/MyApp/ then you'd not have to change the import if you have
C:/MyApp/lib/config.xqy.

Note also that cq has a "content source" drop down that specifies both the
database and app server. The app server is in parentheses at the end of the
entry. The module root used to find the code you are importing is specified as
part of the configuration of that app server.
