Health check is only for load balencers specifically for amazon but can be used
for other similar purposes ... You should be fine without it.
But please do file a support ticket if it your upgrade did not correctly create
it.

privilege to rest-reader-internal. There may be an upgrade issue; it
seems less likely (to me) to be OS related, but it sounds like you
should contact support about it. They will be able to analyze your
security.xml

I have a document which has a word hearings. I tried
searching the document using cts:search with that word. I got the document.
Once again I tried searching the a same document by giving the word hearing.
The corresponding document with the word hearings did not come in
