Enable the CPF trace events:
Go to the Diagnostics tab under Groups/Default. Enable trace events, and type
CPF into the box. Then try again. You should see some trace in the log about
what CPF sees and what it is doing.
Also, check the properties of your file to see if there is an error record

Thanks for your detailed response! I do have actual key/secret key in hand. I
tried the implementation of signature version 4 in xquery and since xdmp:SHA256
algorithm is not supported in FIPS mode, it throws an error.
