What's the right/official place to verify if someone has a CLA in
place with Apache ? I'm looking into [1] but can't find the names I'm
looking for, even though the persons have faxed the CLAs twice.

If you look at the ACL, you'll see that the Incubator Public site is
read-write for every Incubator project, PMC Chairs, ASF Members and site
maint folks. So you should have karma already as an ASF Member.
